5th Meeting of the Panel on Phytosanitary Procedures
Zagreb, 2007-10-28/30

The fifth meeting of the Panel on Phytosanitary Procedures was held in 2007-10-28/30 in Zagreb at the kind invitation of the Croatian NPPO. The Panel reviewed comments received from Country Consultation and finalized the following draft standards: Elements common to inspection of places of production, area-wide surveillance, inspection of consignments and lot identification Phytosanitary procedure Strawberry plants: consignment inspection National Regulatory Control System Heterodera glycines: procedures for official control National Regulatory Control System Bactrocera zonata: procedures for official control These standards will be presented for final adoption in 2008.

The following draft phytosanitary procedures were reviewed by the Panel for the second time:

• Consignment inspection of tomato seeds. The text should be finalized by the French experts and the EPPO Secretariat and an email consultation of the Panel organized, it was considered that information on sampling procedures applied in EPPO member countries should be gathered in order to be able to revise the text.
• Erwinia amylovora: inspection of places of production and area wide surveillance. Information on the procedures as applied in EPPO member countries for such inspections should be collected and the text revised subsequently.
• Sharka inspection of places of production and area-wide surveillance. As for Erwinia amylovora, information on the procedures as applied in EPPO member countries for such inspections should be collected.
• Consignment inspection of grain and seed of Triticum. The Panel concluded that the expertise in the Panel was not sufficient to continue to develop the standard and that it should be further elaborated at an Expert Working Group including inspectors with experience of grain inspection.

These procedures will be reviewed at the next Panel meeting which will not take place before 2009. At its last meeting, the Panel had concluded that new procedures should be prepared in Expert Working Groups (EWGs) the Panel made several suggestions to make this operational.
